Invitation

You are invited to participate in the Texas Centerboard Circuit (TCC). The TCC will provide Portsmouth Centerboard Classes that don't have actual fleets (the rest of us) with a chance to participate in a series of races throughout Texas. The TCC will include regattas in and around the State of Texas.

Rules

This series of regattas will be governed by the Racing Rules of Sailing (RRS) 2017-2020 as published by the International Sailing Federation (ISAF), the 2017 - 2020 Prescriptions of US Sailing as published by US Sailing, and this Notice, except as any of these is altered by the Notice of Regatta or the Sailing Instructions for each regatta. The Organizing Committee will resolve all matters not within the jurisdiction of individual Juries (e.g. circuit scoring).

Eligibility

The 2019 Texas Centerboard Circuit is open to all Portsmouth Centerboard Classes as adopted by the US Sailing Association. The TCC adopts the Corinthian spirit of amateurism with an emphasis on the amateur owner driving their own boat.

One person may race different boats at different regattas, however, each boat will be scored separately.

Scoring

Final overall standings for the 2019 Texas Centerboard Circuit will be based on each crew's final standing in each scored regatta of the circuit using the low point system, 1st place = 1, 2nd = 2, 3rd = 3, 4th = 4, etc. All crews not officially registered in a regatta of the 2019 Texas Centerboard Circuit will be assigned points for their finishing place in that regatta as one more than the highest number of crews participating at any TCC regatta throughout the year. Please note that this point allocation will change throughout the season as additional crews join the circuit. All crews that are officially registered in a scored regatta of the 2019 Texas Centerboard Circuit, but are scored "DID NOT SHOW UP" (DNC) in all of the completed races in that regatta will be assigned points for their finishing place in that regatta as one more than the highest number of crews participating overall in the TCC at that time. If there are 20 members in the TCC and you do not show up to a regatta, your score will be 21. However, if you do show up and attempt to race or sail the wrong course causing a DNF or DSQ or any other alphabet soup, you will be scored as number of competitors racing that event plus 1.

A crew's final overall circuit score will be the total of its 8 lowest point standings in all scored regattas of the 2019 Texas Centerboard Circuit. The crew with the lowest final overall circuit score wins and others shall be ranked accordingly. If there are fewer than six scored regattas, a crew's final overall circuit score will be the total of the number of lowest point standings in all scored regattas of the 2019 Texas Centerboard Circuit per the following table:

Ties

When there is a tie in series points between two or more boats, the tie will be broken in favor of the boat with the most first places, or, if the tie remains, the most second places, or lower places if necessary, using only the scores for each boat that count for her series score. When a tie still remains, it will be broken in favor of the boat with the best score in the last race in which the tied boats raced and scored differently, using only the scores for each boat that count for her series score.

What if we are so successful and 5 Mutineers show up at a regatta and constitute a fleet?
That would be great. In the event one of our sailors fleets out and is able to sail in a one design fleet (as defined by the race committee) at one of our scored regattas, we will count the regatta so long as this one design fleet starts their races along with the regular portsmouth fleet. This will also require that we have the final corrected time of each boat to tally our own results. We will try to work with the race committee of each regatta to make sure this happens. Also, we will try to work with the race committee to have the Portsmouth fleet and this one design class start at the same time.
